As an Ice Knife spell you’ve created a shard of ice and fling it at one creature within a specific range. Also you need to make a ranged spell attack which should be against to the target. On a hit, the target would take 1d10 piercing damage. Hit or miss, but the shard then explodes. Basically, the target and the each creature within 5 feet of the point wherever the ice exploded there must succeed on a dexterity saving throw or else take 2d6 cold damage.
At Higher Levels:
When you cast this ice knife spell 5e using the spell slot of 2nd level or higher, actually the cold damage increases by 1d6 for each slot above 1st level.
