As a Chain Lightning spell you do create a bolt of lightning which arcs towards a target of your choice that you ca see within a specific range. Actually, three bolts then leap from that target for as many as three remaining other targets, each of which should be within 30 feet of the first target. Of course, a target could be a creature or an object and it could be targeted by only one of the bolts.
In this dnd 5e spell a target must make a Dexterity saving throw. So the target would take 10d8 lightning damage on a failed save, or else half as much damage on a successful one.
At Higher Levels:
Whenever you cast this chain lightning spell using a spell slot of 7th level or higher and one additional bolt leaps from the first target to an another target for each slot above the 6th level.
