As per this dnd 5e homebrew spell you can simply try to interrupt a certain creature in a process of casting a spell. However you can simply make a skill check by using your spell-casting ability.

The DC shall be equal to 10 + Spell Level. On a success, the spell shall be fail and also it does not have any effect, in an addition you may regain the hit points which are equal to 3d6 + spell level.
